We aren't necessarily advocating that the Government do anything; we
are calling attention to opportunities for individuals and companies.
The U.S. is less capital intensive than it was 100 years ago and
much less than the Soviet Union. Our progress is institution-limited
and invention-limited rather than capital-limited.
